How do you link custom notification IDs to delegation routings and events?

in PeopleTools and Lifecycle Management - PSFT (MOSC) Question

We converted to notification composer earlier this year. In Delegation notifications, we have found that the URL contains the EMPLID and the email message contains the name of the user, breaking our PII rules. We are attempting to create custom notification ID's per the Notification Composer instructions and link them to the delegation notification events however this is where the instructions do not align with reality. We are currently on PT 8.61.17 and image 53 upgrading to image 57 at the end of October.

Can anyone provide assistance to customize the email notification for delegation notifications?
