Why does INV_TXN_MANAGER_PUB.PROCESS_TRANSACTIONS allow/process the interface transactions

in Cost Management - EBS (MOSC) Question

Why does INV_TXN_MANAGER_PUB.PROCESS_TRANSACTIONS allow/process the interface transaction when the required quantity is not available in the specified lot, but sufficient quantity exists in another lot of the same item?

Does INV_TXN_MANAGER_PUB.PROCESS_TRANSACTIONS perform the available-quantity validation at the item level rather than the specified lot level for this type of transaction?
