Unable to START my OCI Always Free instance — instance remains STOPPED

in PeopleTools and Lifecycle Management - PSFT (MOSC) Question

Hello Oracle Cloud Community,

I need help reactivating my OCI Always Free compute instance.

My original instance suddenly became unavailable after a scheduled compute reboot. It is currently stuck in the STOPPED state, and I cannot start it again.

Region: ap-mumbai-1 (Mumbai)
Availability Domain: AP-MUMBAI-1-AD-1
Shape: VM.Standard.A1.Flex
OS: Ubuntu 22.04 ARM64
Instance Name: instance-20250106-0006

I have tried starting the instance from the OCI Console and also using OCI CLI:

oci compute instance action \
  --instance-id <INSTANCE_OCID> \
  --action START

The command does not give me a useful error, but the instance remains STOPPED.

I also checked the boot volume. The boot volume is
