Oracle Production Work Order Under- Completion- Operation Transaction REST API

For a Process Production Work Order in Oracle Fusion Cloud SCM 26B, we already understand that a Released Work Order can automatically move to Completed once the target/planned quantity is fully achieved through the standard Work Execution process.

My question is specifically regarding whether the same completion behavior can be achieved through the REST API rather than through the Oracle user interface, when the actual production quantity is lower than the planned quantity.

We are currently using the Operation Transactions REST API with the following parameters:

"TransactionQuantity": 720,
"WoOperationSequenceNumber": 10,
"FromDispatchState": "READY",
"ToDispatchState": "COMPLETE"

We would like to confirm whether setting:
