Fluid Landing Page 8.62.12 Sequencing Issue

Hello, my organization recently implemented PUM 57 to move to 8.62.12 Tools Release. I built a financials fluid landing page and would like it to default to sequence 1 to replace our current homepage when users access the financials environment. The sequencing does not appear to be working. We have changed the sequence order to 1 for the new fluid landing page and changed the old homepage to sequence 10. We then restarted the webserver (as guided by peoplebooks portal technology 8.62 chapter 13 page 526 and relevant online documentation) and cleared web server cache and it is still defaulting
