How do we add text to reference checkout "shipping options" page?

We use reference checkout 2.05 on a SiteBuilder Site.

Under the shipping options stage of checkout, I need to add a note that says "Due to Covid, UPS is not Guaranteeing ANY Expedited Shipping Times".

I know I have to copy a file from standard 2.05 into the same place in the custom 2.05 folder. I just can't identify what file I should edit.
