Vendor Not Showing for Vendor Merge

I have two vendor records. Same subsidiary, primary email address, both active, however I'm not able to see the Master Vendor when I try to perform the merge. I can see loads of other vendor records, but not this one that I want to merge with. Is there anything else that would prevent it from showing up on the Master Vendor list?

Only thing really unique about these vendors are that they both are Outsourced Manufacturing vendors and have different OM locations assigned to them.
