Free shipping promo and handling fee

Good Day!

System info:

(all are true) Suite Commerce Standard / Advanced Promotions / Auto-apply Promotions / SuitePromotions / Promotion Codes

I've created a free shipping promotion to auto-apply online when an order is $400 +. / The Shipping service is the UPS Standard Ground (this shipping item includes both a shipping fee and handling fee).

I want to still charge a handling fee when the promotion is auto-applied, but it zeros out the shipping and handling fee . . . both.

Any workaround that you know of?
