NSC | Error: "The Sales Order has been set to 'Pending Approval' so this Purchase Order can't be..."

Scenario:
The user attempted to edit and save a Purchase Order (PO) that references a Sales Order but encountered the following error message:

"The Sales Order has been set to 'Pending Approval' so this Purchase Order can't be created."

The Sales Order itself was already in Pending Fulfillment status, and the account does not use Sales Order approvals, making the error message confusing and misleading.

After further investigation, it was discovered that the issue was not caused by the Sales Order status. Instead, the related Work Order associated with the transaction was still in a Planned state rather than Released
