Does Inventory Status get considered when looking at available stock for web store?

Should Inventory status be taken into consideration when working out available stock for the web store?

We have an item on our SCA web store that is showing as in stock but should not be. We have 32 of the items 30 of them are in Location B which has the 'MAKE INVENTORY AVAILABLE IN WEB STORE' option unchecked and 2 in a Location A with the option checked.

However we also use Inventory Status and the 2 in Location A have a status of 'Quarantined' which has the option 'MAKE INVENTORY AVAILABLE FOR COMMITMENT' unchecked.
