Why "noindex" not showing up in head?

Hi, we are having some pages display from our test environment. We do not want them to come up on any search.

We created the robot.txt file

I also tried to add it to WebSite Setup

When I add it to the <HEAD> section its not displaying on the website when I search for "robot"

Any guidance would be helpful. Thanks!
