SuiteCommerce Advanced Sign-up isn't accessible without logging in

When hitting the initial login page of my site, I try clicking the help text at the bottom of the page to take me to the advanced signup page. However, it does not direct me there, but loops me back to the login page. This is an issue because if I can't create a login account via the advanced signup form, then I can never login. Is there something I am doing wrong?

The password-protect entire site is set to true.

customer registration is set to existing customers only on the website record.

the domain is "Single Domain for Web Store and Checkout"
