Cannot Connect Theme Development Tools to NetSuite after Sandbox Refresh

I'm trying to connect the newest Theme Development Tools - 23.2.0 to our Sandbox but it will connect. I am suspecting this has to do with a refresh from Production to Sandbox a few months ago and a problem with the tokens. This is the error I receive after executing 'gulp theme:fetch' and selecting an existing token (where does gulp even get this list?) or creating a new one:

(node:52439) UnhandledPromiseRejectionWarning: Error: Missing parameters --key or --secret. Check your .env file or add those parameters to the gulp task
