You may also try to test if it will work if you use Minimum Transaction Amount OR Total Overdue Balance on the Determine Dunning Level By dropdown. Also, you may check if the Invoices have Dunning Procedures assigned to them as the Assign Automatically To New Records is not marked on your Dunning Procedures.
