I went through the setup and I see that it sets the state and status correctly, but it does not seem to impact whether or not the credit memo can be used.

These fields are only available if I have the "Centralized Purchasing and Billing" feature, which seems to be only available if I have OneWorld, which I do not as I only have 1 subsidiary. I do have a From and To Location set on the TO record.
