Not sure what exactly you mean by use Action as a redirect purpose. There is no option to Open a object of type Action. So how do you expect to use url navigation?

For now governance plugin is the best option but this a roadmap item for inclusion in future product release. We do not know of ETA yet but definitely in the product team's radar.

This was an intentional change to the product. Earlier releases you could create datasets based on system connection. There was an intentional change made by the product team to use system connection only for semantic models.

You can share a page by setting permissions for user or approle via the access tab, however direct url to access the custom page is not available. Once access is shared by setting permissions, the user should be able to see the page in the page layout window.

You can expose 2 additional columns in the report which are non-editable columns - one will have formula for USER session variable and other for repository variable (which would capture sysdate) and include these column ids or position in the insert template.
