Decouple Delivery configuration settings (under Manage BI Publisher) from Remittance Advice email se

Description
Currently it seems Oracle does not have separate configuration for email delivery settings for Supplier Remittance advices. It uses BIP delivery configuration for the Supplier Remittance advice email delivery as well. Due to this, you cannot have restrictions set up separately for BIP delivery and Supplier remittance advice emails.
Use Case and Business Need
We should be able to send supplier remittance advice emails externally to all domains. This is required as our suppliers have different email addresses with various domains. This was not working for us initially as it seems we have a setting "Allowed Email Recipient Domains" value set to @vanguard.com in BIP Delivery configuration page under Administration > Manage BI Publisher > Delivery > Delivery Configuration.
Oracle advised us to change the setting to * to allow emails to all domains. However, we think this is a partial solution. The Supplier Remittance Advice issue would be resolved if we default the email domain whitelist to be * which means there is no restriction on email ids for remittance advices. But this will allow users to execute reports in BI and email it to non-vanguard email ids which is not acceptable.
More details
The Supplier Remittance Advice emails can ONLY be sent externally by setting "Allowed Email Recipient Domains" value to * in Delivery configuration page under Administration > Manage BI Publisher > Delivery > Delivery Configuration (see attached). Here * means there is no restriction on anyone in the company to send BIP reports externally out of the door. In other words, this will allow users to execute reports in BIP and email it to any non-company domain email ids which is not acceptable because of security concerns.
We are looking for an enhancement to have Oracle decouple Delivery configuration settings (under Manage BI Publisher) from Remittance Advice email settings. This way we can still send remittance advice emails externally to all our suppliers with any domains and at the same time have an ability to restrict BIP reports going out of the door to external email address and only email to company domain.
