Environment label is not displaying

Description (Required):
Environment label is not displaying in application, it was displaying only in home page and label is not displaying in all dashboards. There is no option to show global header, then what is the use of having this option in first place?
Use Case and Business Need (Required):
we don't give permissions to all users for home page. Some users only have permissions to single dashboard. It would be nice to show header across all dashboards. Similar to OAS 5.5,
we are not seeing this header title after upgrading to OAS 5.9.
