Change behaviour of filter on session variable to apply in database query

Description (Required):
We require a change in the standard behaviour of filtering on session variables. Current behaviour uses the session variables only on front end / BI server side instead of database query.
Use Case and Business Need (Required):
The business need in this case is two fold:
- In the case of queries on large tables such as usage tracking (NQ_ACCT) with filter on expression variables due to the size of the tables and the fact that there is no filtering done on the physical query will result in killed queries due to size and / or running time exceeding maximum alocated time. This makes this feature not usable for these cases.
- By not having filters variables working in database query this prevents features such as setup of manual data security (using a file to store who can see what).
