ADD DATA step should countain USER OWNED data section which should load as default

Description (Required):
When creating NEW WORKBOOK, in the ADD DATA step there should a new section of data, specifically data where the USER is the OWNER of the data and that section should be the default section.
Use Case and Business Need (Required):
Currently when attempting to add data to a workbook, the system loads all subject areas and datasets that the user has access to and the current default is ALL DATA.
The load times for this section ar signifficant and there is no easy way for the user to identify the data where she / he has ownership, which is generally widely required.
Implementing this feature would improve usability and speed of DV in relation to user owned data.
