Ability to edit list of values in setup

Description (Required):

Would like for Admins to be able to edit/update the list values for fields.

Currently, we can't edit the name of a list value which requires us to add a new list value. This would make the list extremely long and open for users picking the incorrect value.

If we disable a list value, it causes errors when the items those fields are on are put on a change order.

Agile would allow users to update the name of a list value.

Use Case and Business Need (Required):

Business requests for a list value to be changed from Ex. LBL-MT to LBL-MT (Submission Use)

Instead of adding a new list value, we would like to be able to update the name of the list value
