I'd say so. Have you already tried decompiling (into XML) and then recompiling the RPD on the command line?

Also, looking a bit closer at that note, I can see that it is super-old, 2011 (and archived). I think we can disregard it ...

It just decomposes the RPD and recomposes it using the binaries of the respective version you're using. Little trick but it just might yield results. Otherwise there's something fishy.

Just to round this one out ... I did get an answer from MOS on this.
It is needed to use the older version of the bi admin tool, if merging between different versions. The new version of the tool does not recognize (is not compatible with) some older version objects. So, in this case, the 10.1 version was the correct choice. The 10.2 tool work work for this task.
