Convert Date from UTC to local time (xls template)

We have an excel template that has few date columns.

We have an issue with the dates jumping to next day - if GMT is on next day vis a vis the transaction time.

We can cast the date in query, but would like to know if there is a way to convert in xls template.

How can we mimic <?format-date:SYSDATE;'LONG_TIME'?> in excel template?
