That message is not good. Can you check the following things. Go to the Scheduler configuration tab and click on "Test connection" and see if you are getting a success message.
Is your BI publisher integrated to OBIEE? Please check the Security Model under Administration->Security Center->Security configuration->Security Model and post the result.
Looking at the error message from the Scheduler diagnostics, you may need to reset the BISystem user password and give it a try, but you can provide the above requested details before doing so.

Before changing that, check the managed server logs, a detailed message might be logged in there for the 'Test JMS' error. Also try a restart of the application and perform the test connections again.
