Oracle DVD keeps loading at start

i am working on a project and suddenly the DVD was not responding. I closed and opened it again and it loading but doesn’t actually load.

i looked at the logs and it looks like the bi server is not starting

i uninstalled and reinstalled but I still get the same issue. When I open DVD a blue loading bar shows which is like 70% and even after keeping it open for hours it doesn’t open. Has anyone facaed this issue before?
