I would say these settings have no impact on DV.
They are the settings for classic prompts that required to change the OBIPS config file (instanceconfig.xml), something that isn't possible in OAC and that's why they added these settings into the DV Console System Settings page (a way to change the things that can only be changed in config files and that OAC doesn't allow to access).
Look at the old 12c settings for prompts that were available in instanceconfig.xml: https://docs.oracle.com/middleware/12212/biee/BIESG/GUID-545A6907-5FE3-4051-AC7D-2A62DC9F21CA.htm#BIESG3734
You will see that they match what you are seeing in DV Console System Settings. Not all are there, Oracle usually add settings when (big enough) customers asks how to change it in OAC (probably after migrations from on-premises to cloud).

Thanks @Gianni Ceresa for explaining in detail.
I was looking for a feature in DV which would enable me to have an one Apply button for all the prompt filters on the canvas. So that the canvas visualization's don't change for every filter selection.
That's why looked into it.

I see what you are looking for and it's absolutely valid (and that's the default behavior of classic prompts in general for the same exact reason you said: to not change visualization, and the relative queries fired, till the filters are all set).
Seeing a bit where DV comes from, I suspect it isn't an existing feature, but would be interesting. Maybe post an idea for it? (if you do, post back here the link so we can up-vote it)
