Trellis Row Unified Width Scale

In the 3rd and 4th rows of my bar chart, I attempted to have the width of each bar represent a total in each division. The bar 1 total in row 3 is 15,965 and in row 4 is 2,198, but you can see that the width in bar 1 row 4 is larger, despite being significantly lesser. It would be beneficial for the scale to be consistent across the trellis rows, rather than adjust based on each rows values.
