Excel & CSV Export Date to Use the Correct Time Zone

Currently when users export data in Excel or CSV format (i.e. unformatted), dates are exported in raw format and converted to UTC time zone (refer the note at Analysis and Report Limits (oracle.com)).
This approach makes this data of no or limited value to most businesses and users. The time zone in which businesses operate is their reality. The current approach only meets the needs for the relatively small user base that operate in the UTC time zone.
The proposal is that unformatted date/time fields are exported with the correct time zone, i.e. the time zone is not converted to UTC, or the UTC time zone is converted to the relevant time zone (if the raw data is actually stored in UTC format and converted as purported).
