obis service is not starting up because of RPD problem according to the log.

Can I upload / download with obis service is not running?
Something gotten to the RPD process, I can't get back to where I was because obis service is not starting up.
Even if I need to roll back the state where I was before the problem, I need obis to run to upload the previous version of RPD.
I am trapped.
Any idea?

FOund it.. my co-worker found the great posting. It was for corrupted password . but it worked on my case.
basically it deleted the rpd on the server and re-created with clean one.. and while obis service was running I was able to upload the RPD.
