Distributing items across containers

We are encountering somehow unique business case , but this use case may be applicable where components are shipped before final assembly.
Case: Order bundle may consists of multiple items (eg. A bundle consists of 1 toy, 1 small story book, 1 pencil, 1 eraser)
So,
- When we receive order it will have 4 lines each with huge qty for each of 4 items.
- During planning, OTM prefer to keep same items qty together while loading container (as its better container space utilization fit in 3D planning)
- So lets say OTM plans these 4 items in 4 separate containers (just for simplicity)
- Here the risk is, if one of the container gets delayed in shipping or unable to load for any reason, then even though remaining 3 containers reach destination, it will be useless as it do not create entire bundle.
- To hedge this risk, customer is asking during planning, can we somehow suggest OTM to load each item equally across each container so even if 1 container is missing, remaining container still have what’s needed for bundle.
- Unfortunately, order can’t be received as a Kit order (Item as Bundle and BOM having each item associated to bundle).
