Automatic Config File Genaration for New Region Build Process

The current implementation is creating config files manually for each incoming new regions. This involves human error and redundancy causing delay in region build.
Proposed idea-
To create config files in a automated way and store in OCI object storage using a template.
Tools-
Terraform/Shepherd, bitbucket , Scripting tool like Bash/Java
