Cumulative measure calculation issue using period rolling function

Hi All,
We have a requirement to display cumulative measures for quarter.
- Q=Q1
Q2=Q1+Q2
Q3=Q1+Q2+Q3
Q4=Q1+Q2+Q3+Q4
when we are in Q1 then Q1 data should display when we are in Q2 then Q2+Q1, when we are in Q3 then Q1+Q2+Q3 when we are in Q4 then Q1+Q2+Q3+Q4.
we tried to achieve it using period rolling function with case statement and it is working with calendar year.
But we tried to achieve the same using fiscal Year it is not working properly
(i.e., when we do not have any data for few years like 2009 and 2010 in the database. But when we use period rolling function the values will be displayed for 2009 and2010 also).
Please suggest us , is there any known problem with the fiscal year.
If this is not the way to achieve it then suggest us the alternate or best way.
