Disable openasviewer feature at application level

Hi team,

We have a requirement to disable the openasviewer feature at the application level as we cannot have users across the organization go and disable this at a user profile level.

Also, we're seeing issues while performing dv workbook exports after enabling this feature.

We created an SR 3-36722607921 : Open as viewer Feature issue in OAS 2024 for this issue as well and have been asked to open a request here.
