OBIEE 12C signin.html - is the file location customized?

We are migrating 12c to OAS and want to put some messages on the log in page of 12c.
However when I check the F:\Oracle\Middleware\Oracle_Home\bi\bifoundation\web\msgdb\pages\common\signin.html on 12C server, it looks like the layout of the log in page from https:/myserver.com/analytics/saw.dll?BIEEHome is different from signin.html.
Where can I find the real log in page? Is it customized?
