biserverxmlgen does not accept parameters in OBIEE 12.2.1.1?

We were using biserverxmlgen and biserverxmlcli to make RPD changes in 12.2.1. We upgrade to 12.2.1.1 and a command like the following doesn't want to run anymore on the Client machine due to the way the wrapper for the command is setup. Is anyone else seeing this issue? Is there a solution of sorts out there?
biserverxmlgen -M -R C:\Users\xyz\Desktop\XYZ02.rpd -P RepOsit$ -O C:\Users\xyz\Desktop\test.xml -8

Execute using "biserverxmlgen.sh" which should be in the bitools/bin directory, which it looks like you are already in.
