Hi,
EM, just like the WebLogic Admin Console, aren't BI services, they are both deployed on the weblogic AdminServer. EM is part of FMW, not of OAS itself.

Thanks, so you meant the services show down is related to weblogic problem, not BI issues? that is why BI still fine? thanks

Oh, wait, I maybe misread your initial post. So you mean OAS is available, not EM. In that case discard my previous reply.
Ok, in that case, there are situation when EM "lose" connection with the real status of the product. You see it down in EM, but the services are up and running.
In your case, having a a cluster with 4 servers, that's probably what is happening.
I believe I did see some MOS documents about this situation, with EM not showing the real status of the services. Did you try having a look in there for documents covering this case?

Thanks!, you are right, all the BI services actually up and running fine, but in EM console, the services show as "down" (like the screenshot show) so not sure why? i can not find any documents for this, if you have it can you please shares? thanks

Have you ever seen the BI services up in this EM console? Is there another instance running somewhere that is the one managing the currently running BI services?

yes, it has been showed up in EM, there is no other instance managing this one.

Personally never seen an EM reflect the incorrect status of the BI Services though have mainly been working with 11g and 12c rather than OAS, do you have a window where you can stop and start the services and EM to resynch the status?

If you search about EM and processes showing as down in MOS you find some references. It isn't always an OAS specific topic but more a Fusion Middleware thing. For example (but not saying these apply to your case, also because each product has a bit of a different setup inside FMW EM, some being mostly managed servers, others being all processes like OBIEE/OAS):
EM Console is Showing that SOA Cluster is Down when in It is Up and Running (Doc ID 1575270.1)
Oracle Enterprise Manager Fusion Middleware Control (FMWC) Incorrectly Showing Managed Server In Down Status (Doc ID 1641332.1)
Because you have an uncommon architecture (a cluster, maybe virtual, maybe physical, with multiple components etc.), if you want a full official answer, you maybe have to raise an SR. Here in the forum you would first need to start by explaining all the details: versions used, how it has been installed etc. And still, probably not many have something like your architecture in front of them.

As mentioned, there could several reasons why FMW Control (EM) is not synchronized. Personally, I never use it, rather, [ORACLE_HOME]/bitools/bin/status.sh | .cmd
There are several OAS updates and patch levels, but those details have not been supplied.
It would be helpful to understand if you are on a current version and your maintenance is up-to-date.User_27DEY, Can you post the output of:
