Multiple Overlapping Conditional Formatting Rules Alert

I just had a situation where a workbook contained a visualization with two rules for conditional formatting.
One rule happened to be one half of the second rule causing a redundancy.
% Change Hire Count > 0 then Blue
The other rule had the above as well as another case
% Change Hire Count < 0 then Yellow
% Change Hire Count > 0 then Blue
This was causing an issue when calling the workbook from an OAC Classic link where all the conditional formatting did not work. The percentages below should be colored wither blue or yellow
