REST/SOAP Webservices for Customer Relationship

I am looking for web services provided by Oracle that can create a relationship between customers. From the Oracle Customer screen, I can create the contact relationship using the below navigation. I am looking for the same relationship creation via web services.

Note: Creating the below relationship creates an entry in the HZ_RELATIONSHIPS Table.

I came across the document below but was unable to find the WSDL

Anyone can help/guide me on how to use the webservice to create a relationship will be helpful.
