Error after BI installation - Server not initialized. Please make sure the repository is ready

Hi,
I intend to test BI functionalities on Oracle APEX. I have installed Oracle Business Intelligence 12.2.1 on my windows x64 server.
The installation went through with difficulties but it was eventually successfully installed.
I configured a domain for BI. All steps were completed successfully.
I run
"startWebLogic.cmd"
through this directory :
product\12.2.1\mw\user_projects\domains\bi\bin
No issues, I can access >
http://localhost:9500/console
and EM via
http://localhost:9500/em
I run
"startManagedWebLogic.cmd bi_server1"
through the same directory. Server seems to startup correctly. These are the final lines in the console window :
Build Info: Oracle BI Publisher 12.2.1.0.0Build Info: Oracle BI Publisher 12.2.1.0.0Build Info: Oracle BI Publisher 12.2.1.0.0
I check in EM whether the server has startup or not, everything's green to go.
I try to access this link :
http://localhost:9502/xmlpserver/
I'm faced with this error :
ErrorServer not initialized. Please make sure the repository is ready.
What am I doing wrong?

Could you see the status of the
- Enter an appropriate command to run the status script located in:style="margin-bottom:1.25rem;font-family:inherit"
- The command displays component name, type, status, and machine name.
And also check the bi_server1.log and AdminServer.log

it says to go to this directory : MW_HOME\user_projects\domains\bifoundation_domain\config\bipublisher
first of all such a directory does not exist in my mw home, this is my structure :
\app\Farzad\product\12.2.1\mw\user_projects\domains\bi\config
and this its contents :

Thank you for your reply, in my initial attempt to run status.cmd through
\app\Farzad\product\12.2.1\mw\user_projects\domains\bi\bitools\bin
i was faced with this error :
then i went to :
\app\Farzad\product\12.2.1\mw\user_projects\domains\bi\bin
and run startNodeManager.cmd, then i retried running the status.cmd script and this is the result :
any insights?

nice clue your .. oracle bi services is not running.. thats the reason why we cant get into xmlpserver, analytics, etc. let met check your log

Start the components the BI Server,
1. Check the AdminServer and BI Server is running
2. Go: Enterprise Manager -> bi instances -> Availability
* If there some components down, select and start
3. Go: Administration Console -> Deployments, check the state of your deployments are "Active".
4. Check again http://localhost:9502/xmlpserver/

Try this:
1. Create a .cmd file
2. Include the environment paths from 12c environment.
Sample (set PATH=C:\Java\jdk1.8.0_66\bin;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem call C:\Middleware12\user_projects\domains\bi\bitools\bin\start.cmd)
4. In a cmd, execute the batch file to set the environment.
5. Once the services are started from this .cmd file, all of them come up without any issues.
