Need ability to use custom text format "HTML" without "save system-wide column format"

Non Admin Users need to insert HTML tag to format columns in report. After inserting HTML tag in column formula, users are unable to see "HTML" in data format drop down in column properties. They only see "Plain text" & "Plain text (don't break spaces)".
Users are assigned following privileges in OBIEE(ENSA-Production).
1. Save Actions containing embedded HTML
2. Save Content with HTML Markup
3. Access HtmlViewService Service
We observed that if we assign "Save System-Wide Column Formats" privilege, then users can see HTML drop down. But we cannot assign this privilege to normal users in production.
We need this treat text as HTML option to b available for our report writers who are having above three privileges.
