OBIEE 11g : An error occurred during connect to "10.10.10.80:9810". Connection refused [Socket:13]

Hi Techies,

OBIEE Environment was working till few days back,I have changed Java heap value as per Oracle White paper "Best Practices Guide for Infrastructure Tuning Oracle® Business Intelligence Enterprise Edition 11g Release 1 (11.1.1.6, 11.1.1).

From then on, getting following error:
