Hi,
You may consider posting your issue in BIP Thread for best answer !
I checked your log file and found the below error message
OSError: (0, 'Failed to execute command ([\'sh\', \'-c\', \'C:/app/bi_home/Oracle_BI1/products/financialreporting/bin/FRPrintServerUtility.cmd c:\\\\app\\\\bi_home\\\\user_projects\\\\domains\\\\bifoundation_domain C:/app/bi_home/Oracle_BI1/jdk C:/app/bi_home/Oracle_BI1\']): java.io.IOException: Cannot run program "sh": CreateProcess error=2, The system cannot find the file specified')
Its looks like same issue which is reported in the document BIP 11.1.1.9 Installation Hangs On Windows 2012 R2 (Doc ID 2051904.1). Check whether this document helps you !

You get this error because:
1. You use Windows 8.1;
2. Oracle uses too old Jython library which knows nothing about life after Windows 7.
You have two possibilities:
1. Use patch @Karthickrajan.K-Oracle mentioned.
Please note that its use is not obvious. You install Weblogic, then patch it, then install OBIEE (software only) and then configure it.
2. Run setup.exe in Windows 7 compatibility mode.
Note: this is neither supported nor recommended by Oracle.

Hi,
Are you following the above update from Andrew ?
I can see below error message in log but I am sure whether that is a issue
CreateService failed - The specified service already exists. (0x431)
I installed Oracle BIP 11.1.1.9 on Windows 7. Its working fine So better choice will be install the software on supported platform.

Hi
I have followed the second option of Mr. Andrew. Is their a way to fix it in windows 8.1.
Thanks & Regards,

Windows 8 is not a supported operating system. If you do hack it and get it to work, Oracle won't support you if you have any problems (and you're bound to have problems along the way).

By the way, have you fulfilled other prerequisites from the doc? Like loopback adapter, UAC and so on? Oracle® Fusion Middleware System Requirements and Specifications
Have you completely uninstalled remnants of the previous unsuccessful installations (directories, services, maybe running processes)?
What is the error message for this time? I can see no criminal in your log and everything is in progress at your screenshot.
And yes, desktop OS Windows 8.1 isn't the best choice for a server-class software like OBIEE (even while Windows 8.1 is in the list of supported platforms).
