BIEE 12.2.1.2.0 Install probelm Input length must be multiple of 8 when decrypting with padded ciphe

I had problem configuring BIEE 12.2.1.0.0

After Installing infrastructure and BIEE software RCU complete successfully.

But when config Oracle BIEE, get following error in biee log

Internal Exception: javax.crypto.IllegalBlockSizeException: Input length must be multiple of 8 when decrypting with padded cipher

Oracle DB(12.1.0.2.0)

Weblogic(12.2.1.2.0)

Windows server 2012R2

I get the same error on windows 10 for config BIEE 12.2.1.0.0

and windows 7,windows 10 when config forms 12c(12.2.1.2.0)

I had searched these forums  and google but could not find any solution

any help ?.
