you can save the plan.xml inside analyticsRes directly, it's just a "weblogic" file like web-inf etc.
Well, can't you plan an upgrade 12.2.1.2.0 ? Because your version is really the worst in terms of bugs, the really first public release of 12c ....
Try to look at this: https://support.oracle.com/rs?type=doc&id=2131220.1
They talk about a patch (not sure what it does exactly) but then they use the EAR file approach, so ... pack your analyticsRes into a EAR file instead (WAR first and EAR after, use the template EAR file as example, unarchive the EAR, unarchive the WAR somewhere else, replace res and filemap.xml there inside, repack the WAR, move it to the extracted EAR and replace the original and repack the EAR. All these steps are done with zip and unzip.

They are not there = you don't see them or they are not there = your RPD is empty?
0 -
yes the rpd is empty but when I try to upload the rpd I got this
Connection failed, the server processes may be down, the host name, port number, service instance, or protocol (http/https) may be incorrect. Please check server logs, such as bi-lcm-rest.log.0 and obis1-dia gnostic.log..
Service Instance key "ssi" does not exist.
how can I fix that

Are you using the right command and pointing to the right place?
Because if "ssi" doesn't exist I doubt your OBIEE is working at all (actually I don't imagine it's up and running, even with a empty RPD).
