Oracle OBIEE Enterprise and Developing before Production

I am looking at using Oracle OBIEE Enterprise 12C for our company however I would like to download and proto type all the various reports we have as well as create the data warehouse.

If it pans out, we would purchase it.

Where is the documentation/license agreement that states that we can build out the OBIEE first without purchasing, and then if it pans out, it would be purchased.   Basically it can not be used in production scenarios unless it is purchased.  Any links from Oracle site would be great.

Also I remember ages ago Oracle used to have Oracle Tracks that can be bought which is for development\review of the software.  Is this still available?  What is the link to this?

If you look on the download page (Oracle Business Intelligence 12c (12.2.1.2.0) Downloads ) you first have to accept the OTN License Agreement before to be able to download. Right now the agreement is here: OTN Developer License Terms

It will also be easier to get in touch with your Oracle account manager for all the licensing details if the OTN one doesn't cover what you need.
