Setting 0 at same level for dual axis graph in OBIEE 11g?

Hi All,
Is there a way to set the value 0 for a dual-Y axis graph at the same level?
In the graph below, at the first instance, it looks like the HC has fallen to negative, can some adjustments be made to the graph so that all the HC numbers are above the X axis which crosses the Y axis at 0.
We could give minimum value for each axis or have a single Y axis for both values. But neither of these options can be used to achieve this particular user requirement

As far as I remember there isn't a setting to "align" 0 of both axis.
As you said the only way to achieve this would be to "align" scales of both axis with a fixed ratio between MIN and MAX of both axis.
In your case if you fix the right axis to be -4.5 MIN and 9 MAX the 0 will be aligned ( 9 / 300K * -150K ).

To incorporate your suggestion, I suppose, we need to know the possible min-max value of the left axis to set for right axis. But based on the combination of prompt values selected, cost could go much higher/lower. above is one of the many possible cases. So, I suppose there is no way to set it up.

Make the Count the bar and the Cost the line ... will help to stave off the impossibility of 'Headcount < 0' impression.

Alternative option can also be to make all numbers absolute, so both your axes start at 0. To see the negative costs you make the bar of a different color when negative (like red).
Of course you can also consider to split into 2 charts : if a dual-axis chart is complicated to read because of the dual zéros then keeping it as dual-axis lose a bit the meaning of the chart.

Across all pages in the dashboard, head count is the line graph and cost as bar. Maintaining this uniformity was user preference and now they are all used to it.
This is really for very few cost centres. Guess current scenario is better than switching. I just wanted to make sure that I have explored all options.
