Custom Date format change according different Region

We have one requirement Region wise user date format will change.
Below date format
US - MM/DD/YYYY
UK - DD/MM/YYYY
Can- YYYY/MM/DD
INTERNAL- DD-MMM-YYYY
Through dynamic local variable of USERLOCALE we are able to get US and UK format. But custom CAN and INTERNAL format not able to achieve. Are we able to create custom date format for custom locale
