An additional thing, which is worth nothing:

we were discussing this earlier with Christian and few others, and if you upgrade to 12.2.1.3 even the VA link is correctly managed by permissions (so remove permissions and the link is gone).

The main issue you can still have with that version is if you are on Window: Christian has some funny feedbacks for that

I was able to do what I wanted following that article : OBIEE 12c: Remove the ‘New Home Page’ link - Red Stack Tech

Only one thing I can't figure out is how to modify : the Browse/Managesection. Do you know where's the file containg the code I could modify?
