BIAPPS 11.1.1.7: Modify Portal Header

My organization has 4 instances of OBIA 11.1.1.7 currently deployed and I have been tasked with modifying the headers of each site to tell the difference (DEV, TEST, QA, and PROD). I found this article on how to modify the kmsgHeaderBIBrandName attribute in the productmessages.xml file, but nothing has happened even after restarting BI services. Is there a different location for a BI apps install on where to place the file? Right now I am working with the file in /Oracle/Middleware/Oracle_BI1/bifoundation/web/msgdb/l_en/messages/
