Folder permission

Hi Gurus,

I am faced with an interesting predicament. I have BI Publisher Administrator role assigned to me in Production but I am unable to bring up the Permissions menu for a new folder that I created in my catalog. Hence I am unable to allow a business user to view that folder. But when I copy and pasted the same folder to an existing folder, I am able to see the Permissions menu. I can upload a picture if needed, but my ask is: why am I seeing this (see below) error when I try to open the Permissions menu in the newly created folder.  Would appreciate any help and or feedback.
